    Michael,

    Best wishes for your family.

As to your question I'm stumped beyond the perhaps not-very-helpful answers of "trial and error" and "asking colleagues."?? But there is a workaround, at least as far as your own time is concerned.?? It's not uncommon that a request for proposals will fail to specify just how many questions and follow-up questions need to be answered, in how many iterations or to what degree of rigor or depth.?? So if you cannot say how long you'll need to complete the work, you can propose an hourly rate;?? estimate a range for the number of hours required--altogether or for a certain phase(s); and set or invite the client to set a limit on the cost they'll pay, again either altogether or for a certain phase(s).

    Colleagues,??
I've recently taken some time off from my consulting due to burnout and a family situation, but now I'm ready to get back into the work. My experience is mostly in the international education realm.??
When I worked for one of the big statistics NGO's in DC a few years back, I did a little bit of proposal work, but nothing going so far as making budgets, planning expenses, and calculating things like overhead. I find that I simply don't know enough about it and that has kept me from putting forth proposals for some of the consultancies I see advertised.
Does anyone have recommendations on where I can gain knowledge of and experience in this kind of budgeting for proposal writing? I'm really at square one so any advice will be most welcome.
