In the past few months, we have seen devastating floods in northern Italy, in Valencia, Spain, and in several other European countries, as well as in several countries in Asia and Africa. In addition, tropical climates such as my native Cuba exhibit two yearly seasons: dry and rainy, with frequent spells of floods and prolonged droughts. In this paper, we discuss and describe the application of statistics-based quality, industrial, and systems engineering techniques, as well as of operations research, reliability and logistics methods, to the design, development and improvement of systems that help mitigate the effects of said yearly cycles of droughts and floods. These systems can also be adapted to help mitigate sudden flash floods, of the types recently occurred in Europe and Asia. You can find the paper in:
