    Recently, Gaza, Beirut, Tehran and Khartoum, among other cities, were ravaged by man-made wars, and Caracas, by an earthquake; nomads in Africa's Sahel region move from Oasis to Oasis, seeking grounds to feed their flocks, often ignoring arbitrary boundaries imposed by colonialists; Lake Onondaga, in Syracuse, one of the most polluted American lakes, has just been cleaned up. In this tutorial we discuss application of statistics-based engineering and operations research methods to the design, development and improvement of systems that help mitigate the ill-effects of said unfortunate disasters. This tutorial is illustrated with examples and PPTs taken from our excellent Quality Engineering Syracuse University graduate students.
