FY14 Statistical Agency Budget Developments

1/13: The omnibus levels are the "raw numbers" in the omnibus bill, by which I mean I haven't looked at the fine print rescissions or other such trims/cuts from these levels. The House and Senate still need to pass the omnibus, at which point it would go to the president for his signature.

1The BTS is funded through the Highway Trust Fund with levels determined by the authorizing committees. The Senate level reported here is from S. 1813, The Moving Ahead for Progress in the 21st Century Act (MAP-21), p. 1481. The Senate bill contains the same level for FY12. The House level is from H.R. 7, The American Energy and Infrastructure Jobs Act of 2012, p. 669. The House bill has the same level through FY16. The conference level of $26 million for FY13 and FY14 is reported here is MAP-21 Conference Report to Accompany H.R. 4348 (top of p. 470.)
2The FY11, FY12 and FY13 levels include funds from the Working Capital Fund (WCF), as mandated by Congress. These level may differ than what I report in the "final"column of the FY12 and FY13 columns where I do not include WCF funds.
3SOI underwent a realignment within its parent organization RAS in FY12 that included a transfer of 24 FTE’s, which accounts for a large part of the decrease between FY12 and FY13.
4This level takes assumes the ESA is funded at $3.871 million.
5In addition to the $973 million, the Senate provide $10 million from the Census Working Capitol Fund.

    The funding levels for the fiscal year 2014 budget request are not easily comparable to the fiscal year 2013 and Committee-recommended levels. The President proposes to implement the Working Capital Fund [WCF] through each individual program line. The Committee rejects that approach and recommends implementing the WCF through a transfer of funds in the first quarter of fiscal year 2014, in accordance with statutory transfer provisions provided in the fiscal year 2013 continuing resolution and this bill. For that reason, prior year and Committee-recommended funding levels for each activity reflect the programmatic costs of such activities, and the total business service costs for CDC are appropriated separately in the CDC-wide appropriation. In contrast, the President’s request assumes business service costs are built into each funded activity at the level of that activity’s business service consumption in fiscal year 2011. In many cases, a proposed increase for an activity in the budget request simply reflects the addition of the existing business service cost.
