Hi Folks
Back in 2008 I tried my best to warn statistical agencies here in US and in Europe about tabular data cell perturbation methods to protect sensitive information being oversold on either side of Atlantic Ocean and some safeguards were required. I failed.
Based on what was discussed the June 21-22 Census 2020 workshop, statistical community might want to re-evaluate what was proposed in 2008 and develop some strategy to overcome this problem.
Attached two PDF files contain final paper and presentation slides prepared in 2008
Sincerely
