under-reporting of young children in major surveys

There is good evidence that children under age 5 are under-reported at a higher rate than any other age group in the Census Bureau's American Community Survey, Current Population Survey and Survey of Income and Program Participation.  Is anyone aware of evidence about any other surveys where young children are under-reported at high rates?
