The Committee on National Statistics, at the request of the U.S. Census Bureau, is organizing a 2-day public Workshop on 2020 Census Data Products: User Needs and Privacy Considerations, December 11-12, 2019, at the National Academy of Sciences Building in Washington, DC. The workshop draft agenda is attached and includes:
- Presentations by users of decennial census data products to help the Census Bureau better understand the uses of the products and the importance of these uses.
- Presentations by users on the implications for data accuracy of the planned processes (based on a concept known as differential privacy) to protect the confidentiality of 2020 census data products. The Census Bureau released a 2010 "demonstration product" that has been protected using differential privacy, which can be compared with the products that were released following the 2010 census and protected using a technique called data swapping.
- Presentations by privacy experts on whether the protections implemented in the 2010 demonstration products are adequate for key population groups.
- Breakout sessions for facilitated discussion of data needs vs. privacy protection tradeoffs for 2020.
