    Someone asked why young children are under-reported in major surveys.  There is no clear widely accepted answer to that question.  Young children are under-reported in the Decennial Census as well and some of the major ideas about why young children are undercounted are reviewed in Chapter 7 of my book entitled The Undercount of Young Children in the Decennial Census published by Springer in 2015.
