I have made a number of references here to my October 8, 2015 letter to ASA leadership, among other things, urging ASA to explain to arms of the federal government that the belief underlying many federal civil rights law enforcement policies that generally reducing adverse outcomes tends to reduce relative demographic differences in rates of experiencing the outcomes and the proportions disadvantaged groups make up of persons experiencing the outcomes is the opposite of reality. As I’ve explained in many things posted here, generally reducing adverse outcomes tends to increase relative demographic differences in rates of experiencing the outcomes and the proportion disadvantaged group make up of persons experiencing the outcome. Below is a letter I sent today to ASA leadership urging ASA to explain to President Obama that statements he made in a July 7, 2016 speech regarding racial/ethnic differences in criminal justice outcomes and actions to address them reflects the same misunderstanding of the relationship between the prevalence of an outcome and standard measures of racial/ethnic disparities as to those outcomes long found in civil rights enforcement policies.
